Question:

264 Mr. Dempsey asked the Minister for the Environment the criteria which would be used in invoking section 22 of the Local Government (Planning and Development) Act, 1963. [1022/96]

No Minister has, since 1963, invoked the powers in section 22 in relation to the co-ordination or variation of development plans, as the adoption of a development plan has always been regarded as primarily the responsibility of the elected local councils. It would not be appropriate for me to speculate on what factors, if any, might lead me to depart from this position.
