Written Answers. - Dublin City Manager Appointment.

Question:

303 Mr. Broughan asked the Minister for the Environment the criteria that will be used by the Local Appointments Commission to select a new city manager for Dublin city for the period 14 May 1996 to May 2003, under the Local Authorities (Officers & Employees) Act, 1926. [1432/96]

The law provides that, for appointments to manager level posts in the local service, including that of Dublin City Manager and Town Clerk, the Local Appointments Commissioners must make a recommendation to the local authority as to the person to be appointed. In selecting a candidate for recommendation for appointment, the Commissioners have regard to the report of an interview board set up by them for the purpose of interviewing and assessing candidates. The interview board takes into consideration the qualifications prescribed by me for the office, and other relevant matters including the duties and responsibilities of the office to be filled. The Commissioners are, of course, independent in the performance of their functions.
