Question:

81 Mr. D. Ahern asked the Tánaiste and Minister for Foreign Affairs the procedures in place within his Department for monitoring the use of mobile phones by unestablished staff for purposes which are personal to the authorised user; the plans, if any, he has for improvements in this respect; and if he will make a statement on the matter. [9387/96]

There are two mobile phones in use by unestablished staff in my Department. Detailed monthly bills are received in respect of each mobile phone which list each call made, when the call was made, the duration and destination of the call. These bills are scrutinised by officials of my Department. Before the bill is paid the user reimburses the Department for any calls which are personal and further signs a declaration to the effect that all other calls were official.
