Question:

142 Mr. Lawlor asked the Minister for Education the plans, if any, she has to extend parity of esteem in respect of specialist teachers by according them a degree allowance in view of precedents set in past circulars (details supplied). [9441/96]

The package of proposals for agreement on the pay and conditions of teachers under Clause 2 (iii) of Annex 1 of the Programme for Competitiveness and Work offered by my Department in response to claims from the teacher unions included provision for payment of degree allowances to specialist teachers.

The proposals were not accepted by the ASTI and TUI. I have appointed a facilitator to assist in addressing the issues related to the non-acceptance of the proposals.
