83 Mr. Gregory asked the Taoiseach whether the recent census survey carried out in the Dublin 10 area involved address changes from the addresses used in previous surveys; if so, the reason therefor; if this matter can be reviewed in view of the local residents' wishes that their traditional addresses be maintained for all purposes, including official census forms; and if he will make a statement on the matter. The organisation of the field work at a local level and the publication of the results at small area level for censuses of population are based on district electoral divisions-wards, which are defined for electoral purposes. The definition of these areas and their naming are matters for the Minister for the Environment. Statutory Instrument (S.I. No. 12 of 1986) made by the Minister for the Environment on 12 April 1986 resulted in extensive revisions to the DED-wards in the Dublin county borough area. It also gave rise to name changes for a number of them, including those located in Dublin 10. The revised DED-wards were used for both the 1986 and 1991 censuses.

Senior field staff from the Central Statistics Office met with representatives of the Ballyfermot residents association during the course of the census fieldwork. The residents accepted that the CSO did not have any function in the naming of the local areas.
