Question:

76 Mr. McDowell asked the Minister for Justice the plans, if any, she has to implement the recommendations of the 1990 Martin Report relating to the treatment of persons in custody. [7251/96]

The Martin committee report made two main recommendations. The first, concerning procedures for reviewing the cases of alleged miscarriages of justice, was dealt with in the Criminal Procedure Act, 1993. The second, on the audio-video recording of interviews with suspects in Garda Síochána stations, is at present the subject of pilot schemes at four selected stations. A steering committee under the chairmanship of Judge Esmond Smyth is overseeing those pilot schemes.

In addition, the Martin committee recommended two less pressing changes to the Treatment of Persons in Garda Síochána Stations Regulations, 1987. These can be incorporated in any future revision of the regulations.
