108 Kathleen Lynch asked the Minister for the Environment the body responsible for implementing section 51 of the Local Government Act, 1991, in the event of a local authority failing to do so; and if he will make a statement on the matter. [10753/96]

115 Mr. L. Fitzgerald asked the Minister for the Environment the redress, if any, members of a local authority have in cases where the manager is not implementing section 51 of the Local Government Act, 1991 and members are not being notified of conferences which they would wish to attend and for which money has been provided. [10823/96]

I propose to take Questions Nos. 108 and 115 together.

Section 51 of the Local Government Act, 1991, and regulations made thereunder, deal with the payment of expenses by a local authority to its members in respect of attendance at meetings, conferences, etc. Implementation in particular cases is entirely a matter for the local authorities in accordance with the relevant legal provisions. In particular, it is a matter for elected councils to decide, in consultation with management, what arrangements should be made for notifying them of conferences, etc.
