Question:

89 Mr. Callely asked the Minister for the Environment his views on the format of the public consultation process that should be engaged in prior to the issue of new taxi licences as referred to in the Public Service Vehicle Regulations, 1995. [12204/96]

The Road Traffic (Public Service Vehicles) (Amendment) Regulations, 1995, provide that a licensing authority must give notice of its intention to make a determination to grant new taxi licences, or wheelchair accessible taxi licences, in one or more newspapers circulating in its functional area. The notice must indicate a final date for receipt of written representations which must be at least one month after publication of the notice.

Licensing authorities must also consult with the Garda Commissioner and any other local authority where part of the latter's functional area forms part of the taximeter area. Before making a decision in relation to the proposed determination, a licensing authority must consider any representations and observations which it has received.
