Question:

142 Mr. D. Wallace asked the Minister for the Environment the total value of EU grant aid received by his Department during 1995; if he will give a breakdown of this figure by scheme; the total value of grants bestowed by his Department during 1995; the recipient of each such grant valued at £100,000 or greater; and the amount of each grant that is covered by an EU fund. [13986/96]

Outturn figures for my Department's expenditure in 1995, including grants, and relevant appropriations-in-aid, including EU receipts, are set out in the Revised Estimates for Public Service 1996, a copy of which is available in the Oireachtas Library. I refer also to the reply to Question No. 140 of 25 June 1996 which gave details of grants paid directly to local authorities by my Department during the period from 1990 to 1995 in respect of EU co-financed projects.

In 1995, roads, water and waste water services, and urban and rural regeneration, were the main programmes in respect of which expenditure by my Department attracted EU aid — normally at aid rates between 50 per cent and 85 per cent. Virtually all co-financed expenditure under these programmes involved payments to local authorities, the National Roads Authority, Temple Bar Properties Ltd. and the Environmental Protection Agency but, in addition, the trustees of three group water supply schemes received EU co-financed grants in excess of £100,000.

Apart from the FEOGA element of the village renewal measures under sub-programme 3 of the Operational Programme for Local, Urban and Rural Development, relevant receipts of EU aid are remitted either to the grantee, in the case of Temple Bar Properties Ltd., or directly to the Exchequer, rather than to my Department.
