Question:

88 Mr. E. Ryan asked the Minister for the Environment if he will issue instructions to bodies under the aegis of his Department, such as the National Roads Authority and the Environmental Protection Agency, to adopt a reasonable approach, including consultations with those organisations which will be affected by the regulations introduced by his Department but being implemented by such bodies. [17570/96]

I expect all bodies under the aegis of my Department to adopt a reasonable approach to matters within their remit and to engage in appropriate consultations with individuals and groups likely to be affected by their activities. The bodies concerned are aware of my views in this regard.

I will, however, be highlighting the need for consultation in the delivery of public services as part of the extension of the Strategic Management Initiative to these bodies in the coming months.
