161 Mr. B. Fitzgerald asked the Minister for the Environment if he will consider amending the Planning Acts in order to compel planning authorities to consult the relevant health board and the Department of Education regarding their consideration of any planning application to build a scheme of houses, in the interest of proper planning and development; and if he will make a statement on the matter. Consideration by planning authorities of individual applications for planning permission must be based on the proper planning and development of the area, particular regard being had to the provisions of the development plan. Among the purposes for which objectives may be indicated in the plan are objectives determining the provision and siting of schools and other community, including health, facilities.

When a development plan is being reviewed, public notice must be given and it is open to any person or body to make submissions or observations on the draft plan; the local planning authority is required to consider such submissions or observations before making a new plan.

I am aware it is the practice of some planning authorities to consult the relevant education and health authorities in the process of reviewing their development plans and I am considering whether this should be made a statutory requirement in all cases. I consider this would be a more appropriate and more practical approach than requiring consultation on every planning application for a scheme of houses.
