I propose to take Questions Nos. 231, 233 and 234 together.

The statutory power to issue drift, draft and other net licences for salmon fishing is exercised in their respective regions by the Regional Fisheries Boards under section 67 of the Fisheries Act, 1959 as amended by section 11 (4) of the Fisheries Act, 1980; and by the Foyle Fisheries Commission under sections 13 and 14 of the Foyle Fisheries Act, 1952 and sections 13 and 14 of the Foyle Fisheries Act (Northern Ireland), 1952. I have no direct function in the issue of such licences.

The criteria by which the boards must allocate net licences in all areas excluding the Kerry district, the Foyle area and the River Shannon tidal waters are set out in detail in the Control of Fishing for Salmon Orders, 1980 and 1982. The criteria for the Kerry district are set out in the Control of Fishing for Salmon by Drift Net (Kerry Fishery District) Order, 1982. The conditions which apply to the allocation of drift net licences in the Foyle area are set out in the Foyle Area (Control of Drift Net Fishing) Regulations, 1993. The conditions applicable to the tidal waters in the River Shannon are set out in the River Shannon Tidal Waters (Issue of Fishing Licences) Regulations, 1935. I am arranging for copies of the various orders and regulations to be forwarded to the Deputy.
Commercial salmon fishing licence fees are set strictly by reference to the instrument of capture employed, rather than by the county or region. Different rates apply however in the Foyle area. The current rate of licence fee for each category is set out in table A. The number of commercial licences issued last year by region is set out in Table B. This is the best indication available of the number of fishermen engaged each year in commercial salmon fishing activity around the coast.
