82 Mr. Broughan asked the Minister for the Environment the number of personnel necessary and the total cost in the event of the transfer of the Dublin traffic enforcement service to Dublin Corporation; if he will transfer this service as a matter of urgency and allow the corporation to do its job in view of ongoing gridlock and paralysis by analysis of the Dublin Transportation Office. Following the decision to establish the Office of Director of Traffic in Dublin, a special consultancy study was commissioned to define the organisational structures required to ensure the director could fully and effectively discharge his-her functions and that the new post and unit within Dublin Corporation would have optimum operational capacity, functional independence and self-financing capability. I expect the study will be completed very soon; urgent action will then be taken to appoint a director and any necessary support staff and for the transfer of responsibilities involved.
