Written Answers. - Implementation of Cabinet Decisions.

Question:

254 Mr. O'Donoghue asked the Minister for Justice if a checklist is utilised by her or her Department to ensure implementation of Cabinet decisions; and the procedures operated by her or her Department for monitoring the implementation of Cabinet decisions. [22799/96]

Although no formal checklist has been used, it is the case that procedures have existed in my Department for the implementation of Cabinet decisions. The procedures that existed when I took up office are the same as those that existed during previous Governments. Nobody in my Department is aware of a situation where these procedures failed to work satisfactorily, apart from the recent case involving Judge Dominic Lynch.

As the House will be aware from my statement to the Dáil on 20 November 1996 on the Cromien-Molloy report, new detailed arrangements have now been put in place in this regard. These arrangements require weekly reporting between the Secretary and the Assistant Secretaries of the Department to ensure that decisions taken by the Government are acted upon immediately and that implementation difficulties, if any, are promptly identified.
