Written Answers. - Notices in Iris Oifigiúil.

259 Mr. O'Donoghue asked the Minister for Justice the current procedures in relation to the placing of notices in Iris Oifigiúil; the person who gives authorisation for the placing of such notices; and the procedures followed by her Department once notices appear in Iris Oifigiúil. [22807/96]

The procedure followed by my Department, in common with other Departments, for insertion of a notice in Iris Oifigiúil is that the notice in question is forwarded to the editor of Iris Oifigiúil accompanied by an official demand form. The form identifies which particular Department and section has submitted the request. Once the text of the relevant notice is approved, generally at senior administrative level, the demand form is signed either by that officer or by an officer reporting to him/her.

A wide variety of notices are inserted by my Department and the offices under its aegis. Examples would include the notice of making of statutory instruments, the granting of certificates of naturalisation, and the making of censorship orders regarding books and videos. Follow-up procedures arising from publication in Iris Oifigiúil are not relevant in all cases and will depend on the particular notice.

The notices for the appointment of judges are placed inIris Oifigiúil by the Government Secretariat. In the case of prohibition orders for books, these must be entered in the Register of Prohibited Books immediately following their publication in Iris Oifigiúil. The publication of a notice of a certificate of naturalisation or the making of a statutory instrument to provide for, say, a new place of detention, would, however, require no follow-up action arising directly from the publication.
It should be noted that up to 1990-91, copies ofIris Oifigiúil were circulated to all members of the Judiciary. This practice was then stopped after consultation with the Judiciary and only those who expressly requested circulation continued to receive copies. I have now instructed that Iris Oifigiúil be circulated again to all members of the Judiciary.
