Question:

56 Ms Shortall asked the Minister for the Environment the reason for the delay in approving an application from Focus Housing for a housing project in Finglas, Dublin 11; and if he will expedite the matter in view of the urgent need for this project. [23586/96]

An application by Dublin Corporation for the making of a loan under the rental subsidy scheme to Focus Housing Association for a 22 dwelling project together with communal facilities at Finglas is under consideration in my Department and a decision will issue to the corporation as soon as possible. There has been no undue delay in processing this application.

57 Mr. J. Mitchell asked the Minister for the Environment if he has laid down any conditions to be observed by Dublin Corporation in implementing the refurbishment Plan for St. Michael's Estate, Inchicore, Dublin 8, in relation to his recent approval for the expenditure of £4 million for the first phase of this refurbishment project; if he has required Dublin Corporation to install concierge facilities or any other similar works in order to ensure that the results of the refurbishment are long lasting; and if he will make a statement on the matter. A budget cost for this project has recently been approved and the corporation has been advised that they may seek tenders for the work. In accordance with normal procedure, the corporation may accept a tender, subject to the following: the lowest valid tender being accepted; the conditions specified in the approval of budget cost have been complied with; the tender is not more than 10 per cent greater than the tender element of the approved budget cost; and there has been no significant alteration in the content or scope of the work for which the budget cost was approved.

The corporation was specifically required to satisfy itself that its refurbishment proposals, which include the provision of closed circuit TV as a security measure, deal comprehensively with any construction deficiencies in these flats.

It is a general condition of funding for projects under the remedial works scheme, as outlined in the guidance memorandum on the scheme, that authorities should implement improved estate management and maintenance procedures in the estates concerned. Authorities are also constantly reminded of the need to implement improved management and maintenance of all of their housing estates.
