139 Mr. Haughey asked the Minister for the Environment if he will make it compulsory for young cyclists to wear crash helmets; and if he will make a statement on the matter. [4902/97]

It is advisable that cycle helmets should always be worn while cycling. The wearing of helmets is better encouraged by way of educational and publicity campaigns such as those undertaken by the National Safety Council. The activities of the council in this area include the distribution of leaflets and posters and the provision of advice in schools by road safety officers. The Rules of the Road booklet also encourages the use of cycle helmets and draws attention to their safety benefits. I am satisfied that legislation to require the wearing of cycle helmets, with prosecutions and penalties for contravention, would not be appropriate, particularly in the case of minors.
