Question:

39 Mr. Kenneally asked the Minister for the Environment the plans, if any, he has to introduce legislation enabling local authorities to enact bylaws to prevent able-bodied motorists parking in spaces reserved for the handicapped; and if he will make a statement on the matter. [4928/97]

Comprehensive new traffic and traffic signs regulations which are being finalised at present will provide for the general regulation and control of traffic, including the parking of vehicles in public places. These regulations, which will apply nationally, will allow local authorities to designate parking bays reserved for vehicles on which a disabled person's permit is displayed. It will be an offence under the regulations for other vehicles to park in these bays.
