Question:254 Mr. J. Walsh asked the Minister for Agriculture, Food and Forestry his views on the establishment of a national cereal producers register; and if he will make a statement on the matter. [6061/97]

Partnership 2000 includes a commitment to set up a cereals producer register and to seek changes in the relevant EU regulations to target overshoot penalties on individual producers responsible for increasing production in the event of the national base area being exceeded. Discussions are currently under way in Brussels on proposed changes to the system for applying overshoot penalties and the necessary changes in implementing legislation will be introduced here when agreement is reached.
