Question:

115 Mr. Bell asked the Minister for Defence the general appraisal ratings for officers of the Permanent Defence Force, the FCA and Slua Muirí; the number of officers who were not rated in the last reporting year, its predecessor and other years in this regard; the definitions of the various ratings; the numbers and percentages in respect of officers who received the various categories of ratings for the past two years; and if he will make a statement on the matter. For the purpose of completing an officer's annual confidential report one of the following ratings is awarded:

Permanent Defence Force

FCA-Slua Muiri

Excellent

Satisfactory

Very Good

Unsatisfactory

Good

Weak

Unsatisfactory

The definitions of the various ratings are as follows:—

Excellent

—Performance far exceeded the requirements of the appointment.

Very Good

—Performance exceeded the requirements of the appointment.

Good

—Performance met the requirements of the appointment.

Weak

—Performance needs some improvement so as to meet the demands of the appointment.

Unsatisfactory

—Performance did not meet the demands of the appointment.

The number of annual confidential reports not completed in 1996, if any, is not yet available. Annual confidential reports were not completed in respect of four officers in 1995 while reports were completed in respect of all officers in 1993 and 1994.
Details of the number of officers awarded the various categories of ratings in the last two years and of the number of PDF officers not awarded ratings in 1995 are not yet available and will be forwarded to the Deputy as soon as possible.
