Any shortfall in staff numbers will be met by way of promotion competitions open to the Civil Service generally in the case of clerical-administrative staff and recruitment competitions for certain entry grades. In the case of technical mapping grades, internal promotion competitions will be held initially and any shortfalls still existing will be met by promotion competitions open to the Civil Service generally.
