Written Answers. - Water and Sewerage Schemes.

Question:

209 Dr. O'Hanlon asked the Minister for the Environment if his attention has been drawn to the pollution of cross-Border rivers and lakes by untreated sewage; if he will sanction controls and provide funding for the construction of appropriate sewerage schemes in the Border area in view of the ECE Convention on Protection and Use of Trans-Boundary Watercourses; if so, the number of schemes involved; the cost and the time frame in this regard; and if he will make a statement on the matter. The programme already drawn up by Ireland to implement Directive 91/271/EEC on urban waste water treatment will fulfil the ECE Convention's requirements in regard to municipal waste water treatment. That programme is intended to achieve compliance with the standards applicable to municipal sewage discharges as set out in the directive and which are given effect in Ireland by the Environmental Protection Agency Act, 1992 (Urban Waste Water Treatment) Regulations, 1994.

Details of new sewerage schemes in the Border region that have been included in the water and sewerage services work programme for 1997 are available in the Oireachtas Library.

Question:

210 Dr. O'Hanlon asked the Minister for the Environment the group water schemes in counties Cavan and Monaghan which had applications with his Department before he announced the transfer of responsibility to the local authorities; the current status in each case; and if he will make a statement on the matter. [8187/97]

There are 54 applications for group scheme grants in respect of the provision or upgrading of water supplies in counties Cavan and Monaghan. Four of these, as listed in table 1, are under construction; 14 as listed in table 2, have been approved to commence construction; and there are 36 unapproved schemes, as listed in table 3, some of which could no longer be considered live proposls.

As already announced, responsibility for the administration of the group scheme programme is being devolved to the local authorities, subject to existing commitments on foot of approvals issued by my Department. Where schemes have not been approved, it will in future be a matter for the local authorities to decide on grant applications.
