Question:

334 Mr. Callely asked the Minister for Social Welfare the appointments made by him to State boards and State agencies under the aegis of his Department since he took office. [7998/97]

Since my appointment as Minister, I have appointed members to each of the three State agencies coming under the aegis of my Department, namely, the Combat Poverty Agency, the Pensions Board and the National Social Service Board, as follows:

Ms Deirdre Carroll was appointed to the Combat Poverty Agency in January 1995 and Ms Anna Lee became a member of the board and chairperson with effect from 21 June 1995. The following persons were appointed on 3 July 1996:

Ms Fionnula Richardstown

Mr. Pat Ridge

Ms Bernie Brady

Mr. Owen O'Malley

Ms Michelle Power

Mr. Niall Fitzduff

Mr. Hugh Frazer and

Mr. Fergus McCabe.

Ms Clare Farrell was appointed to the board on 6 March 1997. She replaced Ms Helen Johnston whose term of office expired on 23 February 1997.
The following persons were appointed to the Pensions Board on 21 December 1995, for a five year period, to replace the first board whose term of office ended on 20 December 1995:

Mr. Alan Broxson was appointed on 5 July 1996 as a replacement for Ms Anne Maher who resigned from the board on 30 June 1996 to take up the post of chief executive of the Pensions Board. Ms Caroline Jenkinson and Ms Maria Kinlan were also appointed on 5 July 1996.
Mr. Donal De Buitleir, Chairperson, was appointed to the National Social Service Board by me on 13 June 1995 and the following persons were appointed to the board for a three year period with effect from 1 September 1995:

335 Mr. Callely asked the Minister for Social Welfare the persons appointed by him or by the Ministers of State at his Department as programme managers, advisers, assistants or back-up staff, either in his Department or in constituency offices; the annual remuneration paid to these staff; the names of individuals, groups or companies which have undertaken or have been approved to undertake full-time, part-time or casual consultancies, reviews, examinations, analyses or any public relations service on his behalf or on behalf of the Ministers of State at his Department; and the full costs in respect of these to his Department. I refer the Deputy to my reply to Question No. 198 on Thursday, 19 December 1996 which contained much of the data now sought. Information on matters not addressed in that reply is as follows.

Since my reply of 19 December 1996 one of the part-time research assistants attached to my research unit has resigned and has not been replaced to date.
Neither I nor the Minister of State at this Department, Deputy Durkan, have employed or commissioned individuals, groups or companies to undertake full-time, part-time or casual consultancies, reviews, examinations, analysis or public relations services. In addition to the information which I provided to the Deputy, in my reply of 19 December 1996, about consultants engaged by the Department in the course of its ongoing business, the following can be added to the list of the main companies and organisations who provided consultancy assistance to the Department:
An Post
Economic and Social Research Institute
Davy Kelleher McCarthy.
The overall cost of consultancy to my Department for 1996 was approximately £1.9 million. The estimated overall cost of consultancy to my Department for 1997 is £0.95 million.
