329 Mr. J. Walsh asked the Minister for Agriculture, Food and Forestry if his attention has been drawn to the fact that young farmers who have had land transferred to them are not permitted to apply for the installation scheme until such time as a production year has been established on the farm. [12634/97]

EU regulation 2328/91 requires that the applicant has a labour requirement of not less than one man work unit. Where an applicant sets up as a full-time farmer a full production year is required in order to establish if the minimum of one MWU has been met.
