Question:

28 Mr. Callely asked the Minister for the Environment his views on whether the 30 mph speed limit could be reduced to a lower limit in certain areas; the consideration, if any, he has given this matter; and the submissions, if any, he has received on this matter. [12822/97]

I have no plans at present to alter the current position under which 30 mph represents the lowest speed limit applying to roads in built up areas.

International experience in relation to the application of speed limits lower than 30 mph is mixed, particularly where such speed limits are applied without physical restrictions on speed. Local authorities are empowered, under section 38 of the Road Traffic Act, 1994, to provide traffic calming measures where they are considered to be desirable; such measures may be used to reduce the speed of vehicles to a level below the 30 mph speed limit, where required.
