28 Mrs. T. Ahearn asked the Minister for Justice, Equality and Law Reform if he has satisfied himself that his Department is the most suitable to have responsibility for disability matters; and if he will make a statement on the matter. [16997/97]

I am satisfied that my Department is the most appropriate Department to exercise responsibility for promoting equal opportunities for people with disabilities.

The Government views disability as a social rather than a health issue and recognises that disability is one of the most important social issues facing Ireland today. We are committed to radical change to ensure that the needs and aspirations of people with disabilities, their families, carers and advocates are comprehensively addressed. It is for this reason that, for the first time, a Minister of State who will have specific responsibility for promoting the rights of people with disabilities and their families and carers, has been appointed and assigned to my Department. I, and my colleagues in Government, are committed to ensuring that disability is firmly placed where it belongs — on the agenda of every Department and public body.

The Government's key priorities include the implementation of the report of the Commission on the Status of People with Disabilities, the preparation of revised Employment Equality and Equal Status Bills, which will have regard to the findings of the Supreme Court, and a disabilities Bill which will set out the rights of people with disabilities together with a means of redress for those whose rights are denied.
