231 Mr. P. Carey asked the Minister for the Environment and Local Government if he will amend the regulations in relation to the Control of Dogs Act, 1986 to give powers to inspectors of the Dublin Society for the Prevention of Cruelty to Animals to retain dogs pending prosecution of their owners in view of the fact that this is the case with the designated dog wardens. Under the Control of Dogs Act, 1986, responsibility for the enforcement of dog control is vested in the local authorities. Section 15 of the Act empowers a local authority to enter into arrangements with certain bodies, including persons connected with animal welfare, for the exercise of all or any of its functions under the Act, other than the making of by-laws or the taking of prosecutions. I do not propose to amend the legislation in regard to these arrangements.
