Question:

39 Mr. Howlin asked the Minister for the Marine and Natural Resources his views on the implications of Agenda 2000 for the Irish fishing and fish processing industry; the discussions, if any, he has had with European officials on the issue; and if he will make a statement on the matter. [19148/97]

The Commission's communication Agenda 2000 is a detailed analysis of the financial framework, challenges and priorities of the Union from 2000 to 2006, taking into account in particular the prospect of an enlarged Union.

Substantive discussions within the EU will begin next year on the financial perspectives, the reform of Community policies and on the allocations of structural finance to individual member states.

The overall responsibility for the negotiations rests with the Minister for Foreign Affairs, with the necessary collective input and involvement to ensure the best possible outcome for Ireland.

I will be closely monitoring and participating in the Irish negotiating process in order to ensure that the interests of the Irish fishing sector as a whole are protected and enhanced and in that context I intend to have early discussins on the specific issue of EU funding for fisheries post 2000 with the Commissioner.
