157 Mr. Cosgrave asked the Minister for Finance if he will make special provision within his forthcoming budget for the one-off payment to Fingal County Council of a sum which will allow them to write off the outstanding water charges for each of the years from 1994 to date in 1997 in view of the great level of disaffection of the community with Government both local and national and in view of revenue buoyancy; and if he will introduce a special tax relief measure whereby they may recover the value of the payment as tax credits over the next three years as a gesture to those who paid these charges. I have no plans at present to introduce any provision for a payment to county councils to write off debts owed to them from outstanding arrears of water charges.

The Deputy will be aware that a special tax relief was introduced in 1995 for taxpayers who paid their local authority service charges in full and on time. This relief is available at the standard rate on the amount of local authority service charges, including water charges, paid up to a maximum of £150 per annum. There are no proposals to introduce new reliefs in this area.
