Question:

126 Mr. Ring asked the Minister for Agriculture and Food when a computer code will be made available to his Department in Castlebar to enable them to process an application for cattle headage which includes a cow that calved at 16 months instead of 21 months in view of the fact that this is holding up payment for more than ten farmers in County Mayo. The computer system has the capabilities of making payments in the situation described by the Deputy. If the Deputy will let me have details of the cases involved I will have the matter examined.

Payments are continuing to issue to farmers under all premium and headage schemes.

While the requirements of the land parcel identification system which is fully operational in 1997 under EU rules have been a complicating factor in processing the various premium and headage applications this year, it is expected that most remaining payments will be made in the very near future.

The person named was paid his full entitlement of £1,530 under the 1997 sheep headage scheme on 25 November 1997.

The person named applied on ten animals under the 1997 cattle headage scheme. Calving dates were not supplied for two of the animals, and two calves were not registered with the Department. The person named was written to on 10 September 1997 and again on 18 November 1997 about the four animals but so far has not replied. When the queries are satisfactorily resolved, payment will issue.

This application has been fully processed and is now clear. It is envisaged that payments will issue in the very near future.

136 Mr. Finucane asked the Minister for Agriculture and Food when headage, suckler cow and beef payments will be made to a person (details supplied) in County Limerick. [20160/97]

The person named applied for 44 animals under the 1997 suckler cow scheme and eight animals under the ten month special beef premium scheme for 1997. He is not an applicant for headage as none of his lands are in a disadvantaged area.

The person named was written to on 17 October 1997 regarding a number of discrepancies in his 1997 suckler cow application. To date no answer has been received and his application cannot be processed further until he has provided the information requested.

His milk quota details must be clarified before he can be paid ten month special beef premium. It is hoped that this can be done shortly.

140 Mr. Finucane asked the Minister for Agriculture and Food if his Department will make a payment under the first REP scheme and full payments as an organic farmer under the second and third year schemes to a person (details supplied) in County Limerick in view of the fact that he has submitted a REP scheme plan to his Department; and if he will make a statement on the matter. I refer the Deputy to my reply to Parliamentary Question No. 143 of 21 October 1997 on this case.

Since than a further revised REPS plan has been received in my Department and is currently being examined to establish if it meets the terms and conditions of the scheme. If this plan is found to be satisfactory the application for payment will be processed.
