The area aid application of the person named is being processed and payments in respect of the 1997 cattle headage application of the person named will be made before Christmas.
In relation to the 1997 deseasonalisation slaughter premium application, the position is that the person named qualified for a payment of £180.27 in respect of the three animals applied for. However, this sum was offset against an overpayment of £228.96 incurred under the 1996 BSE compensation top-up measure. The regulations governing payment of the 1996 BSE compensation package, which was paid out in October 1996, provided for payment of top-ups in respect of animals which qualified for payment under the 1995 EU special beef premium scheme. The regulations also provided for adjustments, upwards and downwards, later on to take account of the number of animals qualifying for payment under the 1996 EU special beef premium scheme.
The person named had a lesser number of animals qualifying for special beef premium in 1996 than in 1995. It was therefore necessary to recoup an overall amount of £228.96 of which the £180.27 recovered under the 1997 deseasonalisation slaughter premium formed a part.
