261 Mr. R. Bruton asked the Minister for the Environment and Local Government the initiatives, if any, he has to deal with the problem of cyclists using the public footpaths and creating a hazard for pedestrians; and his views on whether the legislation in this regard is satisfactory. [22906/97]

The Road Traffic (Traffic and Parking) Regulations, 1997, prohibit cycling either wholly or partly along a footway except for the purpose of access to or egress from a place adjacent to the footway. An exception to this requirement is made where a cycle track is provided on part of a footway, in which case cyclists must only use the cycle track.

I am concerned to promote cycling as a sustainable form of transport and to create safer conditions for cycling having regard to all necessary uses of the public road system. With this in view, my Department is circulating to all local authorities a national manual on the provision of cycling facilities which has been prepared by the Dublin Transportation Office. My Department is also reviewing those elements of road traffic regulations which relate to the provision of cycle facilities.
