Question:

16 Mr. M. Higgins asked the Minister for Public Enterprise the way in which the alternative energy requirement programme will be affected by the budget announcement on tax breaks for investors in these projects; and if she will make a statement on the matter. [22794/97]

One of the barriers to renewable energy development recognised throughout the EU and in this country is that of securing finance for projects. The proposal in the budget aims to reduce the risks attached to investment in renewable energy projects. Ahead of finalisation of the Finance Bill, it would be inappropriate of me to comment further. I am, however, convinced that the provision will make it easier for projects successful in the alternative energy requirement competitions to secure financing.
