Written Answers. - Proposed Transport Legislation.

Question:

52 Mr. Shatter asked the Minister for Public Enterprise the timetable for the proposed legislation to legalise bus competition; and the consultations, if any, she has had in this regard. [22752/97]

The provision of passenger road transport services, aside from services provided by Bus Éireann and Bus Átha Cliath, is governed by the Road Transport Act, 1932. There is widespread acceptance that there are a number of difficulties associated with the implementation of this legislation and there is a general consensus that it is in need of updating to meet the requirements of the travelling public.

Extensive consultations have already taken place between my Department and a range of organisations with an interest in this policy area. Those consulted included PAMBO, Private Association of Motor Bus Owners, FOTO, Federation of Transport Operators, CIE and IBEC and they outlined their views on how bus transport in Ireland should develop.

It is clear that this is a very complex matter and that there are no simple solutions. It is important that the proposals which emerge establish a fair balance between the legitimate interests of the users and providers of road passenger services. At this stage I cannot say precisely when I will be in a position to bring forward legislation. My overriding concern is to develop an effective solution which offers the best response to the real challenges facing the public transport industry.
