Written Answers. - Shannon Estuary.

Question:

264 Mr. Spring asked the Minister for the Marine and Natural Resources the plans, if any, he has to consolidate the existing harbour authorities in the Shannon Estuary; and when he expects that consolidation to take place. [2027/98]

As regards the Shannon Estuary the Deputy will be aware that both Foynes Port Company and Shannon Estuary Port Company were established on 3 March 1997 under the provisions of the Harbours Act, 1996, with specific statutory functions and remit.

I have no immediate plans to consolidate the existing harbour authorities in the Shannon Estuary. I have, however, asked the chairpersons of Shannon Estuary Port Company and Foynes Port Company to identify and act on ideas for co-operation. These include possible joint use/development of common facilities and future capital investment which could result in reduced costs. I have asked both chairpersons to report within three months on these issues.
It is my considered view that the potential for interaction between ports in the same catchment area such as the Shannon Estuary should be developed and fully exploited. Co-operative arrangements would reduce costs and generate the potential for competitive initiatives of benefit to the economic hinterland and the ports themselves.
As shareholder on behalf of the State, I would encourage and support such processes to help ports, especially those with shared catchments, to use combined capacities and infrastructures, to meet rapidly changing market requirements.
