Question:

439 Mr. Durkan asked the Minister for Agriculture and Food the reason a full headage payment has not been made to a person (details supplied) in County Kildare; and if he will make a statement on the matter. [1690/98]

The person named applied on four animals under the 1997 beef cow scheme. The closing date for receipt of applications under this scheme was 30 May 1997. The application of the person named was received on 3 June 1997 and accordingly was subject to a 1 per cent late penalty, as set out in the terms and conditions of the scheme. The grant of £300 was reduced by 1 per cent and he received his full entitlement of £297 on 12 November 1997.

The person named did not apply under any other headage scheme in 1997.

440 Mr. Durkan asked the Minister for Agriculture and Food when a sheep and beef subsidy will be paid to a person (details supplied) in County Kildare; and if he will make a statement on the matter. [1691/98]

It was a condition of the 1997 ewe premium scheme that applicants keep on their holding for 100 days from 14 January 1997 to 23 April 1997 the number of sheep on which they had applied for premium. Following an inspection of the sheep on which the person named claimed premium he was deemed to be in breach of the above condition and his application for premium under the 1997 scheme was rejected and he was also debarred from participating under the 1998 scheme. He was informed of this decision in writing and under the Charter of Rights for Farmers he appealed this decision to the local headage office. The appeal was rejected and he subsequently submitted an appeal to the appeals unit in Agriculture House who upheld the original decision to reject the application.

The person named applied on 24 October 1997 for the ten month special beef premium in respect of nine animals. This application was selected for on-farm inspection, the results of which are awaited.
