Question:

46 Mr. J. O'Keeffe asked the Minister for the Marine and Natural Resources the duties and functions of harbour constables; the number of harbour constables in the country; and their rate of pay and allowances. [3887/98]

In general harbour constables-police undertake security related duties including enforcement of harbour by-laws at the harbours and ports and their environs. The duties of these officers vary from location to location. They can include patrolling, monitoring and controlling access at gates, parking control, monitoring and recording ship movements, providing assistance and information to the general public and other miscellaneous duties as directed.

There are 52 harbour constables-police in total. Dún Laoghaire Harbour Company employs 23, Dublin Port Company also employs 23, my Department employs two at Howth Harbour and one each at Clifden, Liscannor, Cape Clear and Roundstone. Rates of pay-retainer and allowances are determined in accordance with the duties performed and also can vary from harbour to harbour. These are a matter for negotiation between the company, Department and employees through standard industrial relations arrangements.
