Question:

122 Mr. Ring asked the Minister for Arts, Heritage, Gaeltacht and the Islands if a section of Phoenix Park could be used for protest meetings rather than have these protest meetings block the streets of Dublin. [4432/98]

The Phoenix Park is maintained as a public park for the general purpose of the recreation and enjoyment of the public. Policy in relation to the Phoenix Park is governed by the Phoenix Park Act, 1925, the Phoenix Park Bye-Laws, 1926, and the management plan published in 1986. The four main objectives set out in the management plan are as follows: 1-to conserve the historic landscape character of the park; 2-to encourage recreational use and public appreciation; 3-to conserve natural and other values within the park; and 4-to develop a harmonious relationship between the park and the community.

I am sure that the Deputy will appreciate that the holding of public protest meetings in the Phoenix Park is incompatible with these policy objectives and would have a detrimental effect on the tranquillity of the park. For these reasons, I cannot accept the Deputy's proposal.
