Paul Bradford

Question:

79 Mr. Bradford asked the Minister for Agriculture and Food if a person (details supplied) in County Cork will be awarded payment for 14 suckler cows. [8456/98]

The person named presently holds a suckler cow quota of four premium rights.

He has applied for an allocation of suckler cow quota from the 1998 national reserve and he will be allocated five premium rights, the maximum that can be allocated, from that reserve bringing his suckler cow quota to nine premium rights. As the amount of quota available for distribution from the 1998 national reserve is small, the quota review group recommended that it be distributed to eligible applicants with low livestock units and that the maximum allocation per eligible applicant be limited to five premium rights.

If the person named intends to apply for the 1998 suckler cow premium scheme on more than nine cows, he should consider buying or leasing in any additional quota he may require to ensure payment on all his eligible cows.

The person concerned applied for grants on six animals under the 1997 suckler cow premium scheme. He has been paid his full entitlement under this scheme which was limited by his quota as set above. He was paid an advance of £336.55 on 4 November 1997 and the balance of £224.37 on 13 February 1998.

Rory O'Hanlon

Question:

80 Dr. O'Hanlon asked the Minister for Agriculture and Food when a headage payment will be made to a person (details supplied) in County Cavan. [8457/98]

The person named is not the applicant for grants under the herd number quoted.

The applicant for 1997 cattle headage scheme under the herd number quoted applied on an animal which was not in her ownership at date of application and consequently she was ruled out of the scheme for two years in accordance with terms and conditions governing the scheme. This decision is currently the subject of an appeal to the Headage and Premia Appeals Unit.

On 26 March 1997 an application for the ten-month special beef premium was made on two animals under this herd number. Payment of £108.20 or 60 per cent of the premium was made on 28 November 1997. A second instalment of 30 per cent (£27.05 per animal) will issue shortly. The balance of the entitlement has yet to be determined as it depends on the reduction arising from the special beef premium quota cut for 1997. It is expected that this final amount due will be paid before the end of June 1998.

Question:

81 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will be paid his 1997 cattle headage. [8458/98]

The person named applied on 41 animals including 15 beef cows on the 30 May 1997 under the 1997 cattle headage scheme. At an inspection on the 23 July 1997, the inspecting officer was not satisfied that three of the beef cows had ever calved. The person named was requested to provide veterinary evidence to support his claim that the animals were in fact cows. The evidence provided was not acceptable to the Department and the person named was notified on 31 March 1998 that he is ruled out of the scheme for 1997 and 1998. The person named was also advised that he may appeal this decision to the headage and premia appeals unit.

82 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will be paid the remainder of his 1997 suckler cow grant and ten month beef premium in view of the fact that there is sufficient acreage for his applications. [8459/98]

The person concerned declared a forage area of 30.90 hectares on his 1997 area aid application. The application included a parcel of land with a declared forage area of 11.74 hectares. This parcel has been digitised and validated against aerial photography and measures 7.85 hectares. I have arranged for a map of the digitised parcel to be issued to the person concerned so that the discrepancy can be resolved. When the map has been returned, duly amended, the case will be finalised and any outstanding payments will issue.

The person named applied for seven animals under the February 1997, 22 month special beef premium scheme. Payment in respect of seven animals at the rate of £81.15 will issue within the next two weeks. The balance of the entitlement has yet to be determined as it depends on the reduction arising from the special beef premium quota cut for 1997. It is expected that this final amount due will be paid before the end of June 1998.

84 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive his £12 per acre payment for moving sheep as part of his 1996 REP scheme application. [8461/98]

The person concerned was paid in respect of supplementary measure 1, which relates to natural heritage areas, in 1996, his first year in the REP scheme. He subsequently submitted a revised agri-environmental plan for his second year under the scheme, in which he claimed payment in respect of supplementary measure 2, which relates to degraded/overgrazed areas. He was paid the relevant payment under this measure in his second year, on 5 December 1997. His third year in REPS commenced on 1 April 1998 and the next payment will be due when an application is submitted, subject to meeting control and inspection requirements.

Question:

85 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive her 1998 slaughter premium in view of the fact that the cattle were slaughtered on 6 January 1998. [8462/98]

The person named made an application for five animals under the deseasonalisation slaughter premium scheme in January 1998.

One of the tag numbers submitted for the premium was invalid and the application was processed for payment in respect of four animals. Accordingly, a payable order issued to the person named totalling £240.36 (£60.09 x 4) on the 10 March 1998.

The outstanding tagnumber was subsequently corrected and a payable order for £60.09 will issue to the person named over the coming days.

86 Mr. Ring asked the Minister for Agriculture and Food when a cheque for the first payment of a 1997 suckler cow premium for a person (details supplied) in County Mayo will reissue in view of the fact that he claims he did not receive it. [8463/98]

The person named was paid the advance of his 1997 suckler cow premium scheme on 5 December 1997. He subsequently wrote to the local office of my Department on 2 February 1998 stating that he did not receive the payable order which had issued on 5 December 1997. Following office checks it was established that the payable order was, in fact, cashed on 12 January 1998. The accounts division of my Department has requested a copy of the cashed payable order from the PMG's office and when same is received this case will be further examined.

87 Mr. Yates asked the Minister for Agriculture and Food if a person (details supplied) in County Wexford will have his eligibility for the installation aid grant reconsidered on the grounds that he did not have his official herd number due to ERAD rules relating to restricted herds and the processing of this by the Department and in view of the fact that he had actually applied for the herd number in advance of the scheme being terminated on 11 August 1997. [8466/98]

The application in this case which was received in the Department on 31 July 1997 will be re-examined in view of the information supplied by the Deputy.
