72 Mr. M. Higgins asked the Minister for Arts, Heritage, Gaeltacht and the Islands when she proposes to respond to RTE's proposals to her in relation to digital broadcasting. [10849/98]

78 Mr. M. Higgins asked the Minister for Arts, Heritage, Gaeltacht and the Islands her views as to the desirability of appointing an independent broadcasting regulator; if she will give a timescale for this appointment; and whether the timing of this appointment will enable broadcasting decisions to be agreed or to be taken into account by any decision of any other regulator. I propose to take Questions Nos. 72 and 78 together.

The appointment of an independent broadcasting regulator would require the establishment of a legislative framework in which such a regulator would operate.

As I indicated in my replies to questions on 5 February 1998, I am developing proposals for comprehensive broadcasting legislation dealing with a number of issues including the introduction of digital broadcasting and I hope to be able to submit my proposals for comprehensive broadcasting legislation to Government by mid-year.

I indicated also that RTE's submission in relation to digital terrestrial television would inform my thinking in developing policy proposals regarding digital broadcasting in Ireland.
