231 Mr. Deenihan asked the Minister for Education and Science if he will appoint a remedial teacher for the national schools in Glenflesk Parish, County Kerry, in view of the fact that these schools are the only ones in the Killarney area without the services of a remedial teacher; and if he will make a statement on the matter. 237 Mr. Ring asked the Minister for Education and Science to confirm when a cluster of schools (details supplied) in County Mayo will be allocated a remedial teacher. [13367/98]

I propose to take Questions No. 231 and 237 together.

My capacity to allocate additional remedial teacher posts in any given year is dependent on resource availability and the level of competing demand from other special needs areas. I have to determine priorities and allocate available resources to best effect. I am currently reviewing provision across the special needs area, including the remedial area, to ensure that all available resources are deployed as effectively as possible. I can assure the Deputies that the schools to which they refer will be considered in the context of any additional remedial teacher allocations which may be undertaken for the forthcoming school year.

232 Mr. Gilmore asked the Minister for Education and Science the action, if any, he will take to address the grievance of full-time post leaving certificate teachers who are not being made permanent in view of the fact that they do not hold primary degrees; and if he will make a statement on the matter. [13362/98]

Permanent wholetime teacher appointments in the post leaving certificate area are governed by the terms of circular letter 32/92. This states that the following qualifications are acceptable for permanent appointments in the PLC area: 1. Degree or equivalent in subjects relevant to the course; or 2. Degree and either: (a) an appropriate qualification in an area relevant to the course or (b) three years approved experience, including industrial and teaching experience, in the appropriate area; or 3. Qualifications other than those at 1 or 2 above which would be acceptable for posts in the Colleges Sector.

In accordance with the provisions of the agreement on teachers pay and conditions under the PCW, my Department is in the process of setting up a committee to determine suitable qualifications within the framework set out in CL 32/92 for appointment to permanent posts.
