Question:

63 Mr. Ring asked the Minister for Public Enterprise the plans, if any, she has to ensure the urgent implementation of a rolling programme of renewals in track and signalling for the rail lines. [13634/98]

I propose to answer Questions Nos. 61, 62 and 63 together.

I should explain that the board of CIE has a statutory responsibility under the Transport Act, 1958, in relation to the safe operation of its services.

My Department is currently studying the report by consultants, AD Little, who were engaged by Iarnród Éireann to examine track and signalling infrastructure on railway lines with jointed track. I understand that the consultants concluded that the railway is being operated safely but pointed out a number of areas where action will be required over the next few years.
The publication of the report, including the details sought by the Deputy, is a matter for Iarnród Éireann.
Earlier this year I commissioned a strategic review of rail safety by independent consultants. This is currently under way and is considering all aspects of rail safety. In addition to the infrastructural aspects looked at by AD Little, it is also examining rolling stock, overall safety policy and on-the-ground safety practice. The review will take into account the AD Little findings. The report of this strategic review is expected at the end of September and I have already indicated my intention to publish it.
When I have considered the findings and conclusions of the safety review, and a parallel review of rail investment requirements, I will make appropriate recommendations to Government.
The allocation of funds to upgrade particular lines on the railway network is an operational matter for Iarnód Éireann for which I have no statutory responsibility.
