Question:

75 Mr. Ring asked the Minister for Agriculture and Food the reason a cattle headage payment for a person (details supplied) in County Mayo was reduced by £7.68 for being late in view of the fact that his original area aid application was submitted on time; and if this money can be restored to the person. [18957/98]

The area aid application of the person named was received on 20 May 1998. The closing date for receipt of applications was 15 May 1998, with late applications subject to penalties being accepted up to 9 June. The penalty applicable to an area aid application received on 20 May is a 3 per cent reduction on all area aid based payments. The penalty cannot be removed, unless the person named can provide a postal certificate indicating that the area aid application was submitted before 15 May 1998.
