I propose to take Questions Nos. 209 and 210 together.

Article 4 (h) of Council Regulation (EEC) N.2066/92 states that a producer must have a stocking density of less than 1.4 livestock units in order to qualify for extensification premium. Male animals up to and including 24 months are each classified as 0.6 of a livestock unit.

The stocking density of the holding of the person named was calculated for 1997 as follows:

A milk quota of 31,137 gallons was declared on his area aid application. Dividing this by the national average figure of 897 gallons this represents =

34.71 Lus.

All animals applied for under the special beef premium scheme 39 × 0.6 Lus each =

23.40 Lus.

Total livestock units =

58.11 Lus.

The forage area declared on his 1997 area aid application was 38.44 Hectares. Therefore the stocking density of the holding of the person named was 58.11 Lus divided by 38.44 Hectares which equals 1.51 Lus-Hectare. As this is not less than 1.40 Lus-Ha, as set out in the regulation, he does not qualify for 1997 extensification premium.
With regard to the 1998 area aid application of the person named, difficulties have arisen in the processing of this application and he has been informed of them. When these have been resolved, any payments due will issue as soon as possible.

The person named entered two animals for ten month special beef premium on 23 April 1998 in accordance with EU regulations, and 80 per cent advance payment of £144.27 is now issuing to him. A cheque in the sum of £3,365.52 in respect of the suckler cow scheme has already issued.
