258 Mr. R. Bruton asked the Minister for Health and Children if the rate of payment of domiciliary care allowance and mobility allowance is increased each year in line with a particular social welfare rate; if so, the guide rate in each case; and the date the increase comes into force. [24869/98]

The rates of payment of domiciliary care allowance and mobility allowance are increased in line with general social welfare assistance rates and take effect in line with the dates for social welfare assistance rates as announced in the budget each year. he will make a statement on the matter. Bruton asked the Minister for Health and Children the general guidelines, if any, available to determine the eligibility of a child for domiliary care allowance where, for example, a child requires substantial extra care but may not require constant care; and if he will make a statement on the manner. [24870/98]

Circular No. 24/73 covers the guidelines available to determine the eligibility of a child for domiciliary care allowance. I have arranged for a copy to be sent to the Deputy. I am currently examining the conditions of eligibility for this allowance and I expect to complete this review shortly.
