Question:

280 Mr. J. Mitchell asked the Minister for the Environment and Local Government the date on which he received the latest application for funding from Dublin Corporation for the proposed library on the Navan Road, Dublin 7; the amount applied for; if he granted approval to Dublin Corporation to commence the project; if so, the date this approval was given; the amount approved; and the source of this funding. Revised proposals for a branch library and technical processing unit to be sited at Navan Road were received by my Department in April 1997. Approval to proceed to tender issued to Dublin Corporation in relation to these proposals on 16 July 1998. The estimated cost of the proposals, including book stock, at that time was £3,401,798. A revised estimate of costs amounting to £3,871,330, including book stock costs of £700,000, was received from the corporation in late October.

A sum of £287,000 received by Dubln Corporation from the disposal of the former mobile library facility in Essex Street and from the proceeds of an insurance claim relating to the same site, will form part of the local authority's contribution to the project. Book stock for new library projects is normally 50 per cent funded by my Department. As the tendering process has not yet been completed, the amount of grant aid to be paid towards the project has not yet been determined. Grant aid for library projects is provided by my Department from the proceeds of the national lottery surplus.
