Michael Ring

Question:

127 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive 1998 headage and premia payments based on a total forage area of 54.57 hectares. [24423/98]

The area aid application from the person concerned has been processed and payment in respect of 1998 cattle headage has issued on the digitised area of 53.19 hectares. Payment in respect of 1998 special beef premium will issue on this digitised area as soon as posssible.

Question:

128 Mr. McGrath asked the Minister for Agriculture and Food the reason for the delay in subsidy payments to a person (details supplied) in County Westmeath; when payment will be made; the reason there is a delay every year in this case; and if he will make a statement on the matter. [24424/98]

The person named applied on 80 suckler cows under the 1998 suckler cow premium scheme. At an inspection on 29 July 1998 two suckler cows were absent. Consequently, in accordance with clause 28 of the terms and conditions governing the 1998 suckler cow scheme, the person named incurred a 2.6 per cent reduction payment penalty. Payment of the reduced 80 per cent advance of £8,414.44 was paid to the person named on 12 November 1998.

The person named was paid the 80 per cent advance of £288.54 under the ten months 1998 special beef premium scheme on 18 November 1998.

The person named will be paid his full entitlement of £2,250 under the 1998 beef cow scheme within the next 14 days.

129 Mr. G. Reynolds asked the Minister for Agriculture and Food when a person (details supplied) in County Leitrim will receive cattle headage, suckler cow and ten month beef premia. [24433/98]

Difficulties have arisen in processing the area aid application of the person named and he has been contacted. When the difficulties have been resolved, any payments due will issue as soon as possible.

One parcel of land listed on the area aid application of the person named has also been claimed by another applicant. My Department has written to both applicants in this matter. The application of the above-named will be finalised on the clarification of entitlement to the land parcel in question.

131 Mrs. T. Ahearn asked the Minister for Agriculture and Food when payment of premium under the ten month scheme will be paid to a person (details supplied) in south Tipperary; and the reason for the ongoing delays in payments in the south Tipperary area. [24435/98]

The person named submitted an unsigned area aid application form in 1998. This form had therefore to be returned to him for signature before it could be processed. On processing the resubmitted application a further problem arose and the applicant has again been contacted by my Department in this regard. As soon as he replies to this query with the relevant information, the processing of his application can be completed.

To date the area aid unit has processed for payment over 90 per cent of all applications, representing 90 per cent of forage applications and 95 per cent of arable applications. Those applications as yet not processed to payment stage are spread throughout the country. All those applicants who have been contacted by the area aid unit, special beef premium unit or local offices of my Department with specific queries on their applications are urged to reply as a matter of urgency to facilitiate the finalisation of their payments.

132 Mrs. B. Moynihan-Cronin asked the Minister for Agriculture and Food the reason area aid payment has not been made to a person (details supplied) in County Kerry for the past two years. [24445/98]

Article 4 (h) of Council Regulation (EEC) N.2066/92 states that a producer must have a stocking density of less than 1.4 livestock units in order to qualify for extensification premium. Male animals up to and including 24 months are each classified as 0.6 of a livestock unit. Suckler cows are classified as one livestock unit each.

The stocking density of the holding of the person named was calculated in regard to the 1996 scheme year as follows:

A milk quota of 10,420 gallons was declared on his area aid application. Dividing this by the National Average Yield figure of 897 gallons per cow.

As this is not less than 1.40 lus/ha, as set out in the regulation, he does not qualify for 1996 extensification premium.
The stocking density of the holding of the person named was calculated as follows for 1997:

The person named applied on 34 animals under the 1998 cattle headage scheme. At an inspection on 10 July 1998 one of the animals applied on was absent. The herdowner was not present during the inspection. The son of the herdowner who was present at the inspection was given a written notification informing him that as there was no proof that the animal in question was ever in the possession of the person named it was likely that no grants would be payable on the remaining animals in accordance with clause 29 of the terms and conditions governing the 1998 cattle headage scheme. The notice invited the person named to contact the Department within seven days if he wished to bring any information relating to the absent animal to the attention of the Department. To date no reply has been received to the notice. My Department is contacting the person named again on this matter.

An application was made by the person named under both the cattle headage and suckler cow premium schemes on 29 May 1998.

Payment has been approved under both schemes and cheques should issue to him shortly.
