81 Mr. Naughten asked the Tánaiste and Minister for Enterprise, Trade and Employment the plans, if any, she has to offer free Internet access to small firms similar to the British Government backed scheme; and if she will make a statement on the matter. [26462/98]

Although the British scheme has been endorsed by the British Government, it is a private sector initiative involving the UK Federation of Small Businesses and Internet providers. While I have no plans to offer free Internet access to small firms, I am aware that one of the small business representative organisations in this country has an initiative, in conjunction with two Internet providers, which gives 90 days free access and subsequent discount rates for members.

In addition, it is possible for companies to make details of their products and services available on the Enterprise Ireland and National Software Directorate web sites and on the web sites which have been set up by some of the county enterprise boards.

I am very conscious of the importance of lowcost Internet access as emphasised by the Advisory Committee on Telecommunications in their recent report. The primary means by which competitive Internet access prices will be developed in the Irish market will be through the development of a regulatory framework which promotes effective competition. I am liaising closely with my colleague, the Minister for Public Enterprise, regarding any developments in this area.

I was pleased to note the price reductions for Internet access recently announced by Telecom Éireann and I look forward to the introduction of a flat rate access in January next.
