I propose to take Questions Nos. 77, 78, 106, 109, 128, 129 and 141 together.

The annual employment survey undertaken by Forfás indicates that in firms helped by agencies for which I am responsible, full-time jobs losses amounted to 16,654 in approximately 5,260 plants during 1998. It is normal practice that announcements relating to rationalisations and employment reductions be issued directly by the companies concerned, although I have made a number of statements concerning the closure of specific plants where I have been concerned at the impact both on the employees and the local economy. I do not have data on the total number of companies which failed in the economy gener ally during 1998 as many of these would be in the broader services sector which do not come into contact with the support agencies.
However, employment losses must be seen in the context of overall strong economic growth, declining unemployment and sustained employment expansion throughout the economy. Employment is dependent on the success or failure of individual firms in the market economy and it is inevitable that some firms will fail, as indeed, many will thrive and generate additional employment.
Last year was the fifth successive year of strong economic growth and this is reflected in the number of new jobs created with the assistance of the development agencies. In firms assisted by the agencies associated with my Department, employment expanded vigorously by 30,624 full-time jobs during 1998, leaving net employment higher by almost 14,000. As the Forfás survey is undertaken annually, it is not possible to provide precise information on job creation or job losses other than on an annual basis. However, I am providing a list of projects (at Appendix A) which I have announced over the past four months.
The city and county enterprise boards also undertake an annual survey of jobs created in the year. This survey does not provide a month by month breakdown of jobs created. It is expected that the results for the full year 1998 will be received by my Department shortly and I will be happy to make this information available to the Deputy in the normal course.
The sectors which have shown the greatest flux both in employment expansion and contraction in 1998 have been metals and engineering, food, services, clothing, footwear and leather. However, it must be noted that in our modern economy many skills are transferable across sectors. Where job losses have placed a significant strain on a local economy arrangements have been implemented to facilitate re-training and job placement through FÁS in conjunction with other State agencies.
