John Perry

Question:

49 Mr. Perry asked the Minister for Agriculture and Food if ten and 22 month beef premia will be immediately released to a person (details supplied) in County Sligo; and if he will make a statement on the matter. [7434/99]

The person concerned submitted three special beef premium applications in 1998 comprising one ten month application in respect of six animals and two 22 month applications covering one animal and seven animals, respectively.

An 80 per cent payment of £72.13 in respect of the first 22 month application issued on 15 February 1999 and an 80 per cent payment of £504.95 in respect of the second 22 month application issued on 8 March 1999.

An 80 per cent payment in respect of the ten month application is scheduled to issue this week.

Balancing payments under the special beef premium scheme cannot commence until all 1998 ten month applications have been examined and processed and the position of Ireland's national beef premium quota is determined.

Question:

50 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive 1998 headage and premia. [7435/99]

A query arose in relation to a parcel of land that is being claimed by the herdowner. Maps have issued to the herdowner concerned with the aim of having the matter clarified. Payments cannot issue until the area aid difficulties are resolved.

51 Mr. Perry asked the Minister for Agriculture and Food if a person (details supplied) in County Sligo will have a suckler payment immediately released in view of the fact that all the documentation was lodged; and if he will make a statement on the matter. [7436/99]

The person named applied on four suckler cows under the 1998 suckler cow premium scheme. In accordance with the regulations, entitlement to payment depends on an applicant having suckler cow quota rights. As the person named does not hold a suckler cow quota for 1998, he has no entitlement to payment under the 1998 suckler cow premium scheme.

52 Mr. Durkan asked the Minister for Agriculture and Food the position regarding area aid, sheep premia or other payments due to a person (details supplied) in County Kildare; the total payments due to him; when full payment will issue; and if he will make a statement on the matter. [7480/99]

A query arose regarding a commonage claimed on the area aid application of the person named which was taken up with the applicant. However, conflicting information was received from different herdowners claiming on this commonage. In order to resolve the problems which have arisen I am arranging for an inspector to contact the shareholders concerned.

53 Mr. Deenihan asked the Minister for Agriculture and Food when payment under the fodder scheme will be made to a person (details supplied) in County Kerry; and if he will make a statement on the matter. [7481/99]

In order to qualify for the 1998 winter fodder scheme, a producer had to be resident and have a herd number in one of the designated DEDs.

As the person named did not reside in one of the designated DEDs, he was not entitled to payment under the 1998 winter fodder package. My Department is at present finalising arrangements for the distribution of aid under the 1999 winter fodder scheme and the person named will be considered for assistance under the new measure.

Payments of special beef premium to the person named have been withheld pending the outcome of an investigation into the applicant's entitlements under this scheme and the deseasonalisation slaughter premium scheme.

The person named submitted a ten month application for special beef premium in respect of 16 animals in 1998. Payment was withheld pending clearance of the 1998 area aid application. This application has now been cleared and payment is being made.

The area aid application for the person concerned has been processed. The applicant sought to include additional land on the application but this could not be facilitated as no maps had been received for this land. The person concerned was requested to forward a map for the land in question. The map which has now been received is, however, inadequate for processing. A further letter has issued to the person concerned to endeavour to resolve this matter.

61 Mr. Deenihan asked the Minister for Agriculture and Food when a headage grant payment will be made to a person (details supplied) in County Limerick; and if he will make a statement on the matter. [7489/99]

The person named received his full entitlement of £175.25 under the 1998 cattle headage scheme on 4 February 1999. This is in accordance with clause 27 of the terms and conditions governing the scheme which provides that an applicant qualifying for headage grants may not receive in respect of such grants more than £55.99 per forage hectare, subject to an overall stocking rate of 1.4 livestock units per forage hectare. The person named did not apply under any other headage scheme.

62 Mr. Deenihan asked the Minister for Agriculture and Food when a payment under the fodder scheme will be made to a person (details supplied) in County Limerick; and if he will make a statement on the matter. [7490/99]

The person named did not lodge an application under the 1998 suckler cow premium, ewe premium or sheep headage schemes and did not hold a milk quota at 1 April 1998. Therefore, he does not qualify for assistance under the 1998 or 1999 winter fodder schemes.

The person named has submitted an application for assistance under the 1999 special hardship scheme. Applications under this scheme will be considered in due course.

Bernard J. Durkan

Question:

63 Mr. Durkan asked the Minister for Agriculture and Food the circumstances whereby a person (details supplied) in County Kildare has had his entitlement to area aid reduced by 50 per cent; the total acreage in respect of which he is eligible; the total acreage he owns or leases; if full entitlement will be restored; and if he will make a statement on the matter. Initially a query arose regarding a number of plots listed on the area aid application of the person named. These have now been digitised and the application processed showing a forage area of 99.05 hectares as declared by the applicant.

All payments due under headage and premia schemes for 1998 have been made based on a forage area of 99.05 hectares.
